The Tax Agents screen contains, by default, information for all federal and state tax agents and some local tax agents that can be used by the firm's clients. You can add tax agents for local withholding only, and only tax agents that have been added manually can be deleted from this screen.

Certain fields (noted in the Fields & buttons section of this topic) can be modified for the tax agents that are provided by the application. 

Choose Setup > Firm Information > Tax Agents and click the Main tab.

Fields & buttons

Enter the identification information for the tax agent.

  • ID. Enter either a unique identifier for the tax agent or leave this field blank. The tax agent ID and tax agent name combination must be unique for each tax agent, thus you can use the same tax agent name for multiple tax agents as long as they are each assigned a unique ID.
  • Tax Agent Name. Enter the tax agent name as you would like it to appear in drop-down lists and on reports. Although the tax agent name itself does not need to be unique, the tax agent name and tax agent ID combination must be unique for each tax agent, (even if the ID is blank). In other words, you can use the same tax agent name for multiple tax agents as long as they are each assigned a unique ID.

Choose the state and any localities under the jurisdiction of this tax agent. (Choose the state from the drop-down list and click the Ellipsis button button to open the Localities dialog, where you can select the appropriate localities using the Select button.)

Click the Ellipsis button button to open the Liabilities dialog, where you can select the appropriate liabilities for this tax agent.

Deposit Schedules. You can select one or more Deposit schedules and specify schedule details for this tax agent by clicking the Ellipsis button button to open the Deposit Schedules dialog. The schedules you choose will display in the field separated by commas.

Default. The deposit schedules you selected in the field above are available in the Default drop-down list. Select the deposit schedule to be used as a default for this tax agent. This field can be modified for the tax agents that are provided by the application.

  • Default payment method. Select the appropriate default payment method from the drop-down list. The payment methods available for selection for the tax agents that are provided by the application are those accepted by the currently selected agent. Choose Check, Direct Deposit, (for applicable state tax agents) Internet or Electronic, (for federal tax agents only) EFTPS, or Payment (for payments made outside of the application).  Note that changing the default payment method for a tax agent here will not affect the payment methods set up for existing client records. 
    • Include payment worksheet. This checkbox is available only when Payment is selected as the default payment method for the tax agent. Mark this checkbox to create a payment worksheet when payroll liabilities are processed for this tax agent.
  • Filing required when no payment due. If the currently selected tax agent requires a payment form to be filed even when there is no liability due, this checkbox is automatically marked (if the tax agent has not been added manually). When this checkbox is marked and the payment method selected for this agent is Check, the corresponding payment forms are automatically queued to print when tax agent liabilities are paid. If the selected payment method for the agent is Direct Deposit, the application needs to know if the agent accepts a zero amount ACH file or not to determine whether to queue a zero amount payment form or to create a zero amount EFT file when liabilities are paid.

    Notes

    • This checkbox can be edited only for tax agents that have been added manually.
    • Zero-payment forms are not created for inactive clients.
  • Accepts zero EFT file. This checkbox is active only when the Filing required when no payment is due checkbox is marked and should be marked if the agent will accept a zero amount ACH file. When liabilities are paid, a zero amount EFT file is created automatically if the following conditions exist.
    • The agent requires a payment form to be filed even when no liability is due.
    • The agent's payment method is Direct Deposit.
    • The agent accepts a zero amount ACH file.
    If the agent's payment method is Direct Deposit and there are no liabilities created during the filing period, but the agent does not accept zero amount ACH files, then the corresponding zero payment forms are automatically queued to print when the tax agent liabilities are paid.

    Note: This checkbox can be edited only for tax agents that have been added manually.

  • Does not accept zero paper filing. This checkbox is active only when the Filing required when no payment is due checkbox is marked. Mark this checkbox if the agent requires that zero-amount withholding be reported using a method that the application does not support, such as by phone or via web entry on the agency website. If this checkbox is marked, the application provides filing instructions for reporting the zero withholding amount when necessary.

Payment address fields. (For federal tax agents) Enter a payment bank name and address for this tax agent. This bank name and address will be used when Bank is selected as the Payment address for this agent in the Agent tab of the Vendors screen.

Note: Businesses must use the EFTPS application or a third-party processing provider to file electronically for the IRS.

Default payment address fields. (For state or local tax agents) The address you choose here becomes the default payment address when this tax agent is added to a client record and it determines what address appears on checks that are printed for this agent. You can always change this selection at the client level (in the Agent tab of the Vendors screen).

Form filing address fields. These fields display the form filing address to be used on the filing instructions for each form when they are processed. You cannot modify these fields, but you can view the address listed for each form and condition available for the selected tax agent by clicking the Selection Selection button button and selecting the form from the list.
