Licenses for Payroll CS, Trial Balance CS, and Write-Up CS (but not Engagement CS) permanently expired on March 1, 2017. CSA will not include 2017 tax rates or payroll forms, so, for 2017 and beyond, you will need to process payroll in another application. We recommend Accounting CS Payroll and myPay Solutions. Form OQ, Form 132, and Schedule B

When you are ready to prepare the forms, follow these steps.

  1. Choose File > Print when the Oregon Payroll Tax Processing window is active
  2. Mark the Create SUTA file checkbox and then click OK.
  3. Choose File > SUTA File Utilities > Form to do any of the following:
    • Combine Files
    • Preview Files
    • Remove Clients
    • Save to Submittable Format
    • Restore from Submittable Format
  4. Select File > SUTA File Utilities > Form > Save to Submittable Format. Choose the file location and then click OK.


    • When the file is created, it is automatically encrypted for security. Before submitting the file to the appropriate agency you must use the Save to Submittable Format command, at which point the files are decrypted.
    • The file format is comma-delimited. (The field separator is a comma and the field delimiter is a quote.)
  5. Navigate to the Oregon Department of Revenue web site and download the OTTER software.
  6. Install the OTTER software, set up business information for each client, then use the Multiple Business Form Import to e-file your forms.
