When you are ready to prepare the forms, complete the steps in the following sections.

Form C-147

Prior to submitting files via the Internet, you must register with the Vermont Department of Labor via their website.

  1. Choose File > Print when the Vermont Payroll Tax Processing window is active.
  2. Choose File > Print and, in the Print Tax Forms dialog, mark the Create SUTA file checkbox and then click OK.
  3. In the Change Transmitter Information dialog, enter the User ID number that was provided to you after registering with the Vermont Department of Labor.
  4. Choose File > SUTA File Utilities to do any of the following:
    • Combine Files
    • Preview Files
    • Verify
    • Remove Clients
    • Save to Submittable Format
    • Restore from Submittable Format
    • Change Transmitter Information
  5. Choose File > SUTA File Utilities > Save to Submittable Format, specify the file location, and then click OK.

    Notes

    • The application creates two files, and both are required for submission.
    • When the files are created, they are automatically encrypted for security. Before submitting the files to the appropriate agency, you must use the Save to Submittable Format command, at which point the files are decrypted.
  6. Navigate to the Vermont Department of Labor website and upload the files.

Form WH-434

  1. Choose File > Print when the Vermont Payroll Tax Processing window is active.
  2. Choose File > Print and, in the Print Tax Forms dialog, mark the Create WH-434 file checkbox and then click OK.
  3. In the Change Transmitter Information dialog, enter the Submitter EIN number.
  4. Choose File > SUTA File Utilities to do any of the following:
    • Combine Files
    • Preview Files
    • Verify
    • Remove Clients
    • Save to Submittable Format
    • Restore from Submittable Format
    • Change Transmitter Information
  5. Choose File > SUTA File Utilities > Save to Submittable Format, specify the file location, and then click OK.

    Notes: When the file is created, it is automatically encrypted for security. Before submitting the file to the appropriate agency, you must use the Save to Submittable Format command, at which point the file is decrypted.

  6. Navigate to the Vermont Department of Taxes website. Click the VTW2eFile link to upload the files.
