The Reserve Amounts dialog allows you to enter the reserve amounts for all your payroll clients. The amounts entered here will also display on the Client Balance Report.

Choose Setup > System Configuration > Impound Checkbook. In the Impound Checkbook dialog click the General tab and then click the Reserve Amounts button.
