Some localities use different tax rates for low-income taxpayers. Use the Low Income tab of the Local Tax Information dialog to enter values for Payroll CS to use when calculating local withholding amounts for employees who qualify for low-income withholding rates.
Choose Setup > System Configuration > Payroll Tax Information > Local. In the Local Tax Information dialog, select a locality and then choose the Low Income tab.

Fields & buttons
Shows the name of the currently selected jurisdiction.
Shows the name of the currently selected state.
Shows the effective date for the current tax values for the selected jurisdiction (as specified on the General tab of the Local Tax Information dialog).
The amounts in this grid apply to jurisdictions where employees owe no tax if their wages fall below certain limits based on filing status. You can obtain the current maximums for the low-income exemption from the jurisdiction's tax manual. Enter annualized amounts for each of the following categories:
- Single
- Married - 0/1 Allowance
- Married - 2+ Allowances
- Head of Household
- 1+ Exemptions
Payroll CS will not calculate or withhold local tax from the paychecks of employees whose annualized wages or actual year-to-date wages (whichever are greater) fall below the limits entered in this grid, based on the pay rate and filing status of the employee.
If applicable for the selected jurisdiction, use these fields to enter the maximum wage subject to the low-income tax rate, as well as the corresponding tax rates, for both single and married employees.

Use only if exemptions are zero (checkbox)
Mark this checkbox to make the low-income rates applicable only when locality's exemptions equal zero, or clear this checkbox to have Payroll CS always test for and use the low-income rate when applicable, regardless of the number of exemptions claimed.
