General
We have upgraded to the following Microsoft components that are used by Accounting CS.
- Microsoft .NET Framework 4.8
- Microsoft Edge WebView2 Runtime
Note: If your firm is not using Virtual Office CS or Software as a Service (SaaS), each component will be verified or added during the installation process, and a reboot may be required.
COVID-19 changes
- We have added a warning message to the Fourth quarter checkbox in the Employee Retention Credit section in the COVID-19 Acts tab of the Setup > Clients screen. Show me. For more information, see COVID-19 – Employee Retention Credit.
We are closely monitoring tax law changes as they are announced, and we will continue to alert you to upcoming changes as we work to meet the requirements of any pending legislation, including the $1.2 trillion infrastructure plan.
On August 10, 2021, the U.S. Senate passed the Infrastructure Investment and Jobs Act. As part of the bill, the termination date for the Employee Retention Credit was accelerated to September 30, 2021. However, as of the date of this release (v.2021.3.0), the U.S. House of Representatives has not taken up the Senate-approved legislation for final passage.
- We have updated Form 941-X to the latest version released by the IRS.

Accounting CS Payroll, for live payroll processing
In addition to any changes made for general payroll features listed above for after-the-fact payroll processing, the following changes have been made for the live payroll processing features specific to Accounting CS Payroll.
- We have updated the Manage Impound Payments report (accessed via the Actions > Manage Impound Payments screen) to include an Unprocessed Payments section. Clients whose payments could not be processed due to missing information (such as a missing Withholding ID) will be displayed in this section of the report.
- For every release, be sure to check the Updates for payroll tax rates, limits, and minimum wage rates (year to date) article to stay on top of changes that may affect your firm and clients.
Payroll compliance
- We have made the following enhancements to the Actions > Process Payroll Tax Forms screen and the Actions > Edit Payroll Tax Forms screen.
- For the W-2 form type, we have added a W-2 Processing Tips link.
- For the 1099 form type, we have added a 1099 Processing Tips link.
- We have added the Help column to the grid in the Manage Electronic Forms dialog (accessed via the Actions > Process Electronic Forms screen). The Help
button will display for any Federal Form 94x row with a Rejected status, which will open the E-file error rejection codes for 94x forms article in the Help & How-To Center.
- Arizona. We have added the ability to file Form W-2 Copy 1 electronically via FSET. The Internet filing method is no longer available for the form. For more information, see Arizona payroll tax form information.
- Kentucky. We have added the ability to file Form K-3 electronically via FSET. The form now defaults to the Electronic filing method for all new and existing clients that have a Monthly or Semimonthly deposit schedule. For more information, see Kentucky payroll tax form information.
- North Carolina. We have added the ability to file Forms NC-3 and W-2 Copy 1 electronically via FSET. The Internet filing method is no longer available for these forms for tax processing year 2020 and later. For more information, see North Carolina payroll tax form information.
Updates for payroll tax forms, tax agents, and new hire files
To search for a specific state, locality, form, or file in one of the sections listed below, follow these steps.
Accounting CS includes two interactive tools that provide valuable payroll tax information.
- The Payroll Form and Filing Information portlet provides information on federal, state, and certain local tax agents in the Home Dashboard or Firm Dashboard.
- The State-specific payroll tax form information article provides information on state payroll tax forms, processing tips, due dates, filing methods, agency information, tax payment details, state ID formats, e-filing notes, new hire reporting requirements, and more.
