How much of the taxable income brackets can be allocated to a controlled group member?

There is no need for consistency among taxable income brackets. The controlled group may apportion all, some, or none of the taxable income brackets between its members. However, the total amount allocated to a member must not exceed the taxable income (Form 1120, Page 1, line 30) of the member's tax return.
