Background

The Families First Coronavirus Response Act specifies that: "Eligible Employers are entitled to receive a credit in the full amount of the qualified sick leave wages and qualified family leave wages, plus allocable qualified health plan expenses and the employer’s share of Medicare tax, paid for leave during the period beginning April 1, 2020, and ending December 31, 2020."

This article explains how to create liability credits for:

  • The employer share of employee healthcare costs. The employer share of the employee's healthcare costs is not part of the payroll check calculation process, therefore it's not something that Accounting CS can automatically calculate for you. 
  • The employer share of FICA-Medicare paid on qualified COVID-19 leave wages.

    This is necessary only for payroll checks processed prior to installing the v.2020.1.3 update.

Creating the liability credit amount for the employer healthcare amount

  1. Choose Actions > Manage Payroll Liabilities
  2. Click the Add Liability button.
  3. Select 941/943 - Internal Revenue Service in the Vendor field.
  4. Select FIT COVID-19 Tax Adj in the Item field
  5. Enter notes in the Notes field (optional).
  6. Enter the transaction date. This should match the payroll check date in which the COVID-19 paid leave was used.
  7. In the Amount field, enter a negative amount matching the employer healthcare amount.
  8. Click OK.

Creating the liability credit amount for the Employer FICA-MED amount

Creating the liability credit amount for the ERFICA-MED amount is necessary only for payroll checks processed prior to installing the v.2020.1.3 update.

  1. Run the new custom Depository Totals - COVID-19 report, available from the Accounting CS Library. This report includes the Employer FICA-MED credit amount for COVID-19 leave pay.
  2. Choose Actions > Manage Payroll Liabilities
  3. Click the Add Liability button.
  4. Select 941/943 - Internal Revenue Service in the Vendor field.
  5. Select FIT COVID-19 Tax Adj in the Item field
  6. Enter notes in the Notes field (optional).
  7. Enter the transaction date. This should match the payroll check date in which the COVID-19 paid leave was used.
  8. In the Amount field, enter a negative amount matching the Employer FICA-Med amount.
  9. Click OK. 

Applying the credit amounts

There are three options for using your credit amounts.

  • Save the credit amount and use it when you file a future 941 form.
  • File Form 7200 - Advance Payment of Employer Credits Due to COVID-19.
  • Add together the employer healthcare cost amount, the FICA-MED credits to the COVID-19 gross pay amount (for payroll checks processed prior to installing the Accounting CS v.2020.1.2 update), and apply the total to your federal tax deposits. This option is explained below.

Applying the credits to your federal tax deposit

  1. Choose File > Print Checks, and click the Payroll Liabilities tab. Or, if you are impounding your tax payments, choose Actions > Manage Impound Payments.
  2. Click the + sign to expand the 941 or 943 row.
  3. Mark the checkboxes for the liabilities to pay, and mark the checkbox for the FIT COVID-19 Tax Adj item to apply the credit to the amount due. Show me.

  4. Click Print Selected.

Separating the liability credit amounts

You can't print a negative liability check, so if the credit amount exceeds your liabilities in the Payroll liabilities tab of the Print Checks screen, follow these steps to separate the credit into two liability credits.

  1. Choose Actions > Manage Payroll Liabilities (with the appropriate client selected).
  2. Click the + sign to expand the 941 or 943 row.
  3. Make note of the FIT COVID-19 Tax Adj negative liability amounts. You'll need to subtract the liability amount due from this total in a later step.
  4. Mark the checkbox(es) for the FIT COVID-19 Tax Adj negative liabilities, and click the Delete Selected button.
  5. Click the Add Liability button.
  6. In the Add Liability dialog, select 941/943 - Internal Revenue Service in the Vendor field.
  7. Select FIT COVID-19 Tax Adj in the Item field
  8. Enter the transaction date. This should match the payroll check date in which the COVID-19 paid leave was used.
  9. In the Amount field, enter a negative amount that matches the 941/943 liability amount due.
  10. Click OK.
  11. Choose File > Print Checks and click the Payroll Liabilities tab or choose Actions > Manage Impound Payments (if impounding).
  12. Mark the liability credit amount that matches the payment due (creating a zero balance due).
  13. Click Print Selected (or Pay Selected).
  14. Repeat steps 1-10 to create a liability credit for the remainder balance of the COVID-19 credit.
