For payroll compliance (annually licensed)

The IRS requires reporting agents to include a Reporting Agent List report when submitting Form 8655 for clients. Use the Reporting Agent Authorization screen to create and preview/print a Reporting Agent List report that includes all applicable clients and to print Form 8655 for each client.

This screen display all clients that are not currently enrolled as a reporting agent (all clients that do not have the Reporting agent (Form 8655 filed) checkbox marked in the Payroll tax forms additional information dialog).

You can find this dialog on the Payroll Taxes tab in the Forms section on the Setup > Clients screen.

For more information on filing 94X forms electronically as a reporting agent, please refer to the E-filing forms 940, 941, or 944 - overview topic.

Choose Actions > Enroll > Reporting Agent Authorization.

Fields & buttons

You can limit the number of clients displayed in the grid by using the filter. For information about filtering data in screens, see the Searching and filtering data procedure.

Choose either Add Clients or Terminate Clients.

  • Add Clients. Choose this option to display in the Client Enrollment grid only the client records that do not have the Reporting agent (Form 8655 filed) checkbox marked in the Electronic Filing section of the Payroll tax forms Additional Information dialog. You can then choose to add these client records to the reporting agent list and print Forms 8655 for them.
  • Terminate Clients. Choose this option to display in the Client Enrollment grid only the client records that do have the Reporting agent (Form 8655 filed) checkbox marked in the Electronic Filing section of the Payroll tax forms Additional Information dialog. You can then choose to remove any of these client records from the list of clients for whom your firm acts as a reporting agent.

Mark this checkbox to exclude the signature date from Form 8655.

Mark this checkbox if you want to print only the Reporting Agent List report and not Form 8655.

In the Client enrollment grid, mark the checkbox next to the clients that you want to include in the enrollment file. The grid contains the following information.

  • Client ID, Client Name, EIN. This information is transferred to the grid from the Main tab of the Setup > Clients screen and cannot be modified here.
  • Taxpayer Contact. Select the appropriate taxpayer contact from the drop-down list. The list is populated with the client contacts that have the Payroll form signer checkbox marked in the Additional Contacts dialog.

Note: If the Taxpayer Contact field is left blank, the form will use your firm's contact information.

  • Return Effective Date. This field indicates the date that the tax returns are to be filed by the reporting agent (Line 15 on Form 8655). The date defaults to the quarter-end of the current system date, but you can change the date if necessary.
  • Deposit Effective Date. This field indicates the starting date of any tax returns for which the reporting agent is authorized to make deposits or payments (Line 16 on Form 8655). This defaults to the current system date, but you can change the date if necessary.
  • 17a. Mark this checkbox if the reporting agent is authorized to receive or request copies of tax information.
  • 17b. Mark this checkbox if the reporting agent is authorized to receive copies of notices.
  • 18a. Mark this checkbox if the reporting agent is authorized to receive otherwise-confidential taxpayer information relating to Form W-2.
  • Mark this checkbox if the reporting agent is authorized to receive otherwise-confidential taxpayer information relating to Form 1099.
  • 18c. Mark this checkbox if the reporting agent is authorized to receive otherwise-confidential taxpayer information relating to Form 3921 and Form 3922.
  • State/Local Authorization. Mark this checkbox if the reporting agent is authorized to sign and file state or local returns related to the authorization granted on line 15 and/or line 16.
