As of 4/2/19 Philadelphia is having issues with processing and issuing acknowledgements for 2018 e-file returns. Currently we have 150+ outstanding e-files for 1065 alone that were transmitted from 3/27/19 and after. Philadelphia is also having similar issues with 1120 and 1040. Between all 3 entities we have 1000+ outstanding e-files.

Fixed with Patch 18.3.2 – 3/21/19: Philadelphia e-file rejections for “User Email Address: XXX_XXXXX@XXXX.COM is invalid”. An update will be released either late this week or early next week that will allow e-mail address to contain a “_” character in the address.

Fixed with Patch 18.3.2: After installing federal update 18.3.1, why am I seeing PA critical diagnostics: Schedule M, Rentals Section G, Line 2 does not equal Schedule E, Line 24 plus Line 25 and/or Schedule M, Rentals Section G, Line 1 does not equal Schedule E, Line 24 and the related rental or farm rental has a “2” on federal Screen 4835 in the FarmRent folder or federal Screen Rent in Rental folder for “Excepted trade or business under section 163(j):

It has come to our attention that some users are now seeing these diagnostics because of the federal Form 8990 excess business interest limitation calculation and the business interest that was reclassed from the rental activity to other deductions on federal Schedule K, Line 13d. We are in the process of evaluating our options for PA code and tax forms. The user will have to wait for a future update to be released to address the diagnostics and PA Schedule E, Line 11 Interest expense.

- Philadelphia e-file rejection: Form COPBPTEZ: ‘Bpt Sch SC’ is required: A few users have had their BIRT/BIRT-EZ e-files rejected in error. The issue has been fixed – simply have the user recreate and resubmit the e-file (02/15/2019).
