For payroll compliance (annually licensed)

You can file Florida unemployment forms using the FSET program either as an agent for multiple clients or for clients as individual employers.

Agent filing: You can enroll your clients using the Actions > Enroll > Florida Electronic Filing screen or you can enroll them online at https://taxapps.floridarevenue.com/EEnrollment/. To file as an agent with Florida, your firm must meet the state's number of clients threshold and have a memorandum of understanding on file with the state. Once you qualify, the state will issue your firm an Agent ID (A00+Five Digits) and you can enter this number in the Florida section of the Transmission Information dialog, accessed from the Actions > Process Electronic Forms screen. That agent number will be used for all clients that you file electronically.

Individual employer filing: You must enroll your clients online at https://taxapps.floridarevenue.com/EEnrollment/. If the state has not issued your firm a valid agent ID or your firm does not meet the criteria to qualify as an agent, do not enter any information in the Florida section of the Transmission Information dialog, accessed from the Actions Process Electronic Forms screen. The application will use each individual client's Florida SUI number (formatted as E + seven digits) to identify the transmitter when you create each UCT-6 file for electronic transmission.

To enroll your clients for filing with the agent method, follow these steps.

  1. Choose Actions > Enroll > Florida Electronic Filing. In the Florida Electronic Filing screen, all Florida clients who are not currently enrolled in the FSET program (all clients that do not have the Enrolled in FL FSET checkbox marked in the Florida Additional Information dialog are listed in the Enrollment grid.
  2. Using the filtering fields, filter the clients as necessary to limit the number of clients in the grid to those you want to enroll currently.
  3. Make sure that Add Clients, the default option, is chosen as the current Action.
  4. Enter the Agent number. This must be formatted as A + 00 + a five digit number.

    Note: If you are not filing as an agent, do not enter anything in the Agent / Employer Number field.

  5. In the Enrollment grid, mark the checkboxes next to the clients you want to enroll.
  6. Modify any information in the grid as necessary. You cannot modify the Client ID, Client Name, Payroll Name, or RTN fields.
  7. Click the Create button to create enrollment files for the selected clients.
  8. Once the files have been created, you can preview the files in either Agency or Report format, recreate selected files, or delete selected files by clicking the Manage e-Enrollment Files button and using the Manage e-Enrollment Files dialog.
  9. The files are stored in the file location listed at the bottom of the Florida Electronic Filing screen. If you want to modify the file location, choose Setup > File Locations and modify the path in the Internet/Magnetic field in the File Creation section.
