On September 27, 2019, we made the same update available for all other firms as v.2019.3.1. The bulletins for both of these updates are identical. As of July 9, 2019, Microsoft no longer supports SQL Server 2008 R2 or earlier. Therefore, as of the v.2019.2.0 Accounting CS release, your firm must have SQL Server 2012 or higher installed on the servers that run Accounting CS to retrieve this update and any application updates beyond the v.2019.2.0 release. For more information, see How to handle the end of SQL 2008 in Accounting CS .
Notes
- This change does not affect firms using Accounting CS via Virtual Office CS or Software as a Service (SaaS).
- There are a number of reminders and alerts within the application for firms who have not yet upgraded to SQL Server 2012 or higher. Details
In January 2020, Microsoft will end support for Windows 7. Because Thomson Reuters cannot support customers using our applications on unsupported operating systems, starting on January 14, 2020, Accounting CS will no longer be supported on Windows 7. We strongly recommend that you upgrade your workstations to a supported operating system soon. For more information, see End of Support for Windows 7.
General
- We have updated a large number of dialogs to open on the monitor from which they were accessed, rather than opening on the primary monitor by default.
Accounting
- We have added the Enable OnBalance Express checkbox in the General Information page of the Edit Multiple Clients wizard (accessed from the Setup > Clients screen). Details
- We have addressed an issue that caused UltraTax CS to display a “Cannot cast DBNull.Value to type 'System.Int32'” error message when certain client information was imported from Accounting CS into UltraTax CS.
Reports
- We have addressed an issue with the Client Check Counts report that prevented checks that were printed/finalized on the end date of the report from being included in the counts.
Report Designer
- We have added a number of variables to the Employee section of the variable tree. (Accounting CS Ideas Community #3158) Details
- We have added the SOC Code variable to the Employee > Other State Settings section of the variable tree.
- We have added a number of variables to the Payroll > Check and Payroll > W-2 sections of the variable tree. (Accounting CS Ideas Community #3158) Details

Layout Designer

General - Payroll
- We have added a confirmation prompt for the Do not create tax liabilities checkbox in the Payroll Taxes tab of the Setup > Clients screen.
- We have updated the workers' compensation wage limits for a number of states for 2019. Details
- Massachusetts. We have added the Massachusetts Family and Medical Leave Insurance (FMLI) tax that becomes effective October 1, 2019. For more information, see Massachusetts FLI calculations.
Accounting CS Payroll, for live payroll processing
In addition to any changes made for general payroll features listed above for after-the-fact payroll processing, the following changes have been made for the live payroll processing features specific to Accounting CS Payroll.
- We have added the Total check count and Total amount selected fields to the bottom of the Actions > Process Positive Pay > Impound Bank Accounts screen.
- We have updated the XactPay setup and payroll files. Details

Payroll compliance
- Federal. Starting on October 1, 2019, the IRS requires you to electronically file Form 4419 (Application for Filing Information Returns Electronically) via the FIRE System (https://fire.irs.gov/) when you request a new Transmitter Control Code (TCC). Details
- Hawaii. We have added the ability to file Form HW-14 electronically via FSET. For more information, see Hawaii payroll tax form information.
- Oregon. We have added the ability to file Form STT-A electronically via FSET. For more information, see Oregon payroll tax form information.
- Vermont. We have updated the Healthcare Contribution rate used for Form WHT-436. Details
- Wyoming. We have updated the application to accept the state’s new 10-digit Unemployment ID format (##########).
Updates for payroll tax forms, tax agents, and new hire files
To search for a specific state, locality, form, or file in one of the sections listed below, follow these steps.
Accounting CS includes two interactive tools that provide valuable payroll tax information.
- The Payroll Form and Filing Information portlet provides information on federal, state, and certain local tax agents in the Home Dashboard or Firm Dashboard.
- The State-specific payroll tax form information article provides information on state payroll tax forms, processing tips, due dates, filing methods, agency information, tax payment details, state ID formats, e-filing notes, new hire reporting requirements, and more.
